Named after the Ger­man offi­cer Otto Lasch, who com­mand­ed the defense of Königs­berg, it was built in 1945. It was from behind its walls that orders were giv­en in the last days of the war, and it was here that the Ger­man com­mand made the deci­sion to capit­u­late dur­ing the Königs­berg oper­a­tion in April 1945.
