A resolution was adopted “On the formation of the all-Union People’s Commissariat of Internal Affairs”, within which the Main Directorates of State Security, Workers’ and Peasants’ Militia, Border and Internal Security, Fire Protection, Forced Labor Camps and Labor Settlements were created. In fact, the NKVD was the rigid framework of the entire state system of the country in Soviet times. In 1946, the NKVD was transformed into two departments – the Ministry of Internal Affairs of the USSR and the Ministry of State Security of the USSR, between which its functions were divided.
