As emphasized in Rosstandart, the development of the domestic tourism industry invariably entails the emergence of an increasing number of hotels operating on the principle of “all inclusive”. At the same time, until now, hotels, using the terms “all inclusive”, independently determined the list and quality of the services they provide, which could often mislead consumers. The need to develop a unified national standard for these services was announced at the St. Petersburg International Economic Forum in 2022.
Based on the best world experience and international requirements for the concepts of “All Inclusive” services, as well as on the experience of domestic resort hotels, the standard contains the minimum quantitative and qualitative indicators for the provision of “All Inclusive” and “Ultra All Inclusive” services for use in accommodation facilities of all categories and types. At the same time, requirements were established regarding the number of rooms, meals, the availability of infrastructure elements, their parameters and characteristics, entertainment events, sports services, services for children, spa services and services of a water and entertainment complex – pools and a water park, as well as the total time for the provision of services during the day.
“The introduction of the standard will improve the quality of services provided by Russian hotels, create an attractive and competitive product for domestic and inbound tourists, and increase interest in Russian tourism products,” said Anton Shalaev, head of Rosstandart.
